Full encapsulation extends coverage with insulated foam boards up the walls, creating a more complete seal against both ground moisture and outside air. Do I need a dehumidifier if I get encapsulation? 

Yes. When a crawl space is fully encapsulated, the foundation vents to the outside are sealed. Building code requires the space still have circulating air, and a properly installed dehumidifier provides that.
